BSSP Boro Park Shomrim driving ILLEGAL UNINSURED and UNREGISTERED Truck

Why didn't the NYPD's 66th precinct ticket and tow this truck? 

During the hurricane, BSSP Boro Park Shomrim was seen driving around and parking on the street a small truck. This truck was equipped with illegal flashing red lights as well as sirens. This vehicle is allegedly uninsured, unregistered, and alternated between having New Jersey "dealer" license plates and having no license plates at all. Both of these are illegal. Dealer plates are exclusively permitted to only be used by car dealers on their vehicles for sale. Parking a vehicle without license plates on the streets is subject to tagging and towing by the Department of Sanitation.
